Larsen & Toubro submitted the lowest bid at KWD 41.45 million (USD 135.2 million). The project supports KISR’s Shagaya Renewable Energy Master Plan to generate 3.2 GW by 2030, which began with a 50 MW CSP plant (commissioned in 2018), a 10 MW wind farm, and a 10 MW PV plant. The CSP plant alone reduces over 81,000 tons of CO₂ annually.
